Kate Rubin

Director of Policy

As Director of Policy at Youth Represent, Kate leads campaigns to reduce the size and limit the harms of the legal system on youth and families. She helped win the passage of legislation in 2017 raising the age of adult prosecution in New York to 18 and now co-leads campaigns to expand youth justice reforms to older youth and emerging adults. She oversees our youth development and organizing work, including our City Dreamers Advocacy Camp.

Before coming to Youth Represent Kate spent 10 years at The Bronx Defenders, most recently as the Managing Director of the Civil Action Practice. Prior to that she served as the office's first Director of Policy, where she helped create Bronx Defenders Organizing Project and used litigation, organizing, public education and legislative advocacy to win reforms to NYPD practices and to reduce barriers to reentry after arrest and incarceration. Kate serves on the Steering Committee of Communities United for Police Reform.
